The Massachusetts Department of Energy Resources is accepting applicants and resumes for the Clean Peak Standard Policy Manager.
Building on DOER’s nation leading clean energy policy, the CPS Program Manager will assist to implement, evaluate, and maintain the CPS program as well as other relevant renewable policies and programs. The CPS Program Manager will work under the supervision of the Renewable and Alternative Energy Division Deputy Director.
The CPS program is a first-in-the-nation financial incentive program that promotes the use of clean energy technologies to supply power when electricity demand is at its highest, also known as peak demand. Through the CPS, the use of clean energy during seasonal peak periods will reduce greenhouse gas emissions, lower electricity costs and facilitate the continued growth of renewable energy in the Commonwealth.
The CPS Program Manager will be responsible for the administration and ongoing policy development of the CPS Program, primarily overseeing the implementation of the CPS program, leading the Division in evaluating and establishing policies to support the growth of the clean peak energy resource markets in the Commonwealth, and assisting the Director and Deputy Director in evaluation of and enhancements to the CPS programs.
The role requires substantial outreach to program participants and stakeholders, management of applications and data transfers, management of ongoing regulatory requirements of the programs, and taking the lead in proposing and implementing policy changes to the programs.
The CPS Program Manager will be responsible for maintaining knowledge of other state and federal policies and programs, as related to Clean Peak Resources. To accomplish these responsibilities, the CPS Program Manager will need to work effectively and collaboratively with colleagues in the other Divisions of DOER, and with colleagues in other agencies of the Executive Office of Energy and Environmental Affairs, as well as stakeholders in the NGO and for-profit sectors.
The Clean Peak Standard Program Manager’s primary responsibilities include:
- Manage implementation of Clean Peak Energy Standard, including reviewing applications and outreach to program participants and stakeholders.
- Provide analysis and recommendations on interpretations of the existing CPS regulations as necessary for non-routine application reviews and program implementation.
- Provide analysis and recommendations on new regulatory revisions and policy design particularly pertaining to the development of the CPS program, Clean Peak Resource policy, and any successor programs.
- Lead analysis and strategic programs in support of Clean Peak Resources and market development to support the Department’s effort in the CPS.
- Maintain working knowledge of other state/federal programs pertaining to Clean Peak Resource policies.
- Provide oversight and recommendations with respect to production reporting and program eligibility issues related to the CPS Program.
- Provide supervisory support of staff.
PREFERRED QUALIFICATIONS
A. Knowledge, Skills and Abilities
- Describe the critical and typical knowledge, skills and abilities you believe are necessary to perform this job at a minimally acceptable level of competence.
- Expert knowledge of clean peak resources including but not limited to new RPS Class I resources, RPS Class I/II resources paired with a Qualified Energy Storage System, Qualified Energy Storage Systems, and Demand Response Resources.
- General knowledge of the CPS Regulation, 225 CMR 21.00, and supporting Guidelines.
- Understanding of portfolio standards and the related market structures.
- Familiarity with the functioning of the Production Tracking System and NEPOOL GIS.
- Familiarity with the attributes, characteristics, benefits, challenges, and technical functionality of the range of Clean Peak Resources eligible under the CPS regulation, namely, new RPS Class I resources, RPS Class I/II resources paired with a Qualified Energy Storage System, Qualified Energy Storage Systems, and Demand Response Resources.
- Ability to work with a broad range of constituencies and communicate effectively with stakeholders, team members, consultants, and members of the public.
- Ability to coordinate the efforts of others in accomplishing assigned work objectives, including other public and private sector partners.
- Ability to plan and implement plans under conditions of significant uncertainty and change.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least:
(A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management
OR
(B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
