To meet these objectives, DOER develops and implements policies and programs to ensure the adequacy, security, diversity, and cost-effectiveness of the Commonwealth's energy supply.
The Massachusetts Department of Energy Resources (DOER) is seeking an Electric Transportation Policy Manager within the Policy, Planning, and Analysis Division to coordinate the Department's policy efforts to integrate electric transportation and energy storage into the electric distribution and transmission systems. As part of that role, the Manager will support the development of electric transportation, advanced energy storage, grid modernization technologies, and other emerging energy and grid enhancing technologies for the Commonwealth. The Manager will lead and manage teams and projects cross-divisionally with DOER staff.
The Policy, Planning, and Analysis Division supports DOER through the development of planning documents, analysis, and policy development in electric distribution and transmission, electric transportation, gas distribution, and fuel supply and reliability. The Policy Division monitors energy emergencies and tracks unregulated fuel supply and costs. The Policy Division participates in state electric and gas regulatory proceedings, including coordinating the Commonwealth’s participation in clean energy procurements. The Division supports other electric and gas policy development and planning through data management and data analysis, including supporting efforts related to energy system modeling and decarbonization pathways analysis.
The Electric Transportation Policy’s primary duties will include:
- Lead the policy development for clean transportation policies as well as storage within the electric grid.
- Develop policy and technical analysis to support regulatory and program design recommendations.
- Work with DOER directors and staff to define the Department’s electric transportation and energy storage goals and identify opportunities within DOER policy and programs to advance emerging technologies. This will include the design, implementation, and management of specific programs related to the advancement of energy storage, electric vehicles, alternative transportation, and associated infrastructure.
- Contribute to policy and program development for electric infrastructure policy, such as grid modernization, transmission planning and wholesale market design, load forecasting, interconnection, and any other policies or regulations that support or include the use of emerging technologies.
Preferred Qualifications:
- Relevant experience exploring policy challenges and solutions with electric vehicle deployment, electric vehicle charge needs, electric vehicle charging grid impacts, and the positions of the various stakeholders involved in these issues, including but not limited to the utilities, the technology manufacturers, the vendors and service providers, the environmental/climate advocates, community organizations, government entities.
- Experience in energy storage deployment, energy storage charge and discharge needs, energy storage use cases and revenue sources, energy storage operation grid impacts, and the positions of the various stakeholders involved in these issues, including but not limited to the utilities, the technology manufacturers, the vendors and service providers, the environmental/climate advocates, community organizations, and government entities.
- Experience in distribution and transmission planning, transportation-related grid impacts, grid operations, wholesale markets, and/or distribution costs and retail rates, including rate structures that support energy storage and electric vehicles.
- Ability to communicate these complex issues to a broad range of stakeholders, team members, and policy decision-makers.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
