Leading by Example Division Program Analyst - (220005C2)
The Massachusetts Leading by Example Program (LBE) promotes adoption of a wide range of emissions reduction, clean energy, and sustainable practices for Massachusetts state government operations such as the construction of green buildings, decarbonization of existing facilities, renewable energy generation, acceleration of zero emission vehicles and charging infrastructure, energy efficiency, water and waste reduction strategies, and adoption of innovative technologies. To accomplish this, LBE collects and analyzes information and data, conducts regular outreach and education efforts to dozens of state agencies and college campuses, and develops a range of guidance documents to support changes in agency practices. In line with Executive Order 594 and EEA's Environmental Justice Policy, LBE is committed to identifying new and more robust ways to ensure equity and Environmental Justice considerations are a core component of these programmatic initiatives and priorities.
The Department of Energy Resources Leading by Example Division Program Analyst will be responsible for the majority of data collection and analysis related to leading by example project and program performance and will spend at least 50% of their time collecting energy data from various sources, inputting that data into appropriate databases, and producing analyses related to energy projects and overall progress toward LBE goals. The Program Analyst will also spend up to 50% of their time in support of other LBE projects and programs. The Program Analyst will report to the Division Director.
I. Data collection, tracking and reporting
1. Oversee the collection of annual energy usage and other data for the LBE portfolio, including all state colleges and universities, all executive branch agencies, and key non-executive branch agencies and authorities, from the various LBE data sources and input of collected data into designated LBE database(s).
2. Conduct quality control on data collected from and for LBE partners and projects.
3. Track, analyze, and report on annual LBE data as well as performance data from specific LBE-funded projects.
4. Maintain various databases and data reports used by LBE to track energy use, including, but not limited to, the LBE Access Database with summary data, energy monitoring databases, statewide contract spreadsheets with vendor reports on fuels, agency reports that provide agency consumption data.
5. Serve as the primary contact for LBE data requests and manage databases and spreadsheets associated with agency and project data.
6. Generate reports related to specific projects and specific metrics determined by the LBE team.
7. Weather normalize LBE data and track greenhouse gas emission factors to calculate emissions.
8. Support the Division of Capital Asset Management and Maintenance (DCAMM) and other agencies to project energy and emissions impacts from planned projects.
9. Work to annually track and submit energy use progress for all state entities for the U.S. Department of Energy Better Buildings Challenge.
10. Develop annual reports on progress related to LBE Executive Order 594 and other pertinent metrics.
11. Submit voluntary energy use data for state buildings located in specific municipalities, such as Boston (in line with Boston Energy Reporting Disclosure Ordinance, or BERDO) and Cambridge (Building Energy Use Disclosure Ordinance, or BEUDO).
12. Coordinate with DCAMM to collect and analyze data on completed and future energy projects, including project status, and projected and actual energy savings.
13. Develop state government energy reports for inclusion in the Clean Energy and Climate Plan, as required by the Global Warming Solutions Act, and other ad hoc requests for state progress data that support statewide initiatives and policies.
14. Preparation of graphs and charts for events, reports, publications.
15. Provide LBE staff relevant data and analysis necessary to support the implementation of various strategies designed to reduce energy use and greenhouse gas emissions and promote new technologies and conservation projects.
16. Assist with various LBE clean energy grant programs, including identification of potential projects, coordination of review process, and overseeing grant management and follow-up.
17. Support other LBE efforts to track and measure progress toward meeting the goals set forth in Executive Order 594 as well as other LBE clean energy and sustainability goals.
18. Work to increase transparency and communicate performance metrics through additional external reporting outlets, website content, and targeted reports for LBE partners, stakeholders and the public.
II. Data analysis and tools
1. Leverage existing data to inform LBE program priorities through analysis and targeted reports.
2. Maintain and enhance the LBE progress dashboard and associated website content.
3. Develop modeling and analysis tools to help inform future LBE targets, goals, and program/project opportunities.
4. Forecast LBE program/project impacts to identify informed pathways forward and alternative scenarios for long-term planning and objectives.
5. Maintain existing and create new LBE program calculators to provide easy forecasting of LBE goals/targets, other pertinent metrics, and new/potential program areas.
6. Maintain and enhance various data tools that help partners explore potential project and technology impacts.
7. Collaborate with LBE regional and national partners to identify best practices, successes and challenges, and strategic approaches to existing and future LBE priorities (e.g., US DOE, USCA, etc.).
III. Energy monitoring initiatives
1. Manage the maintenance of state data and accounts in the MassEnergyInsight (MEI) database and support state partners in accessing the database.
2. Collaborate with DCAMM Commonwealth Energy Intelligence (CEI) program managers to improve site operational energy practices and conduct data analysis
3. Support efforts to utilize and enhance bill management system for CEI sites through account inventory verification and transfer of accounts from MEI.
4. Utilize MEI/CEI data to identify and target state sites that are struggling to improve energy use intensity and/or reduce greenhouse gas emissions.
5. Manage ongoing, site-level evaluation for state facilities to proactively identify both positive and negative changes in energy use and engage with those sites to understand and address those changes where possible.
6. Utilize MEI and CEI to enhance data quality between the databases and overall LBE data tracking.
7. Provide support to MEI and CEI partners on data and reporting requests to support various projects and initiatives, such as site usage trends, peak demand reduction, holiday shutdowns, etc.
IV. Clean transportation data initiatives
1. Maintain transportation related data tools and documents, including Statewide Contract vehicle lists, new electric vehicle model database, and EV total cost of ownership calculator, and create new evaluation tools and materials as necessary.
2. Track compliance with the Fuel Efficiency Standard (FES) for the State Fleet by coordinating with the Office of Vehicle Management (OVM) on vehicle purchases by agency and providing compliance evaluation during and at the end of each fiscal year.
3. Conduct annual evaluation of FES effectiveness and challenges to inform potential changes to FES.
V. Other Program Duties
1. Support state fleet clean transportation initiatives including but not limited vehicle electrification, EV station deployment, and identification of new technologies.
2. Participate in development of new LBE grant programs, program outreach and ongoing management.
3. Participate in LBE meetings and site visits, including support for content development for regular LBE Council meetings.
4. Support the LBE Director, LBE staff and other DOER Divisions as needed.
QUALIFICATIONS REQUIRED AT HIRE
1) Demonstrated experience and strong skills working with spreadsheets and databases, including Microsoft Excel and Microsoft Access, including but not limited to expertise in creating pivot tables in Excel and queries in Access.
2) Demonstrated ability to generate a wide range of customized charts, graphs and tables that can effectively communicate complex data in visually compelling and digestible formats.
3) Demonstrated ability to collect large amounts of data from a wide range of data sources and effectively maintain large databases.
4) Experience with data quality control.
5) Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
6) Ability to gather information by examining records and documents and by questioning individuals.
7) Knowledge of energy and emissions terminologies and experience with managing and processing energy and emissions data.

DESIRED QUALIFICATIONS AT HIRE
1) Demonstrated experience working with energy tracking platforms and various data management software.
2) Basic knowledge of Massachusetts energy policies and DOER programs.
3) Knowledge of clean transportation technologies, such as electric vehicles and electric vehicle charging stations.
