MassCEC, in partnership with the Department of Energy Resources and Department of Environmental protection, produced this guide intended to help local decision-makers answer common questions about ground-mounted solar PV development. The guide focuses on questions raised about ground-mounted solar PV including materials, glare, environmental impact and public safety.
