Mass Fleet Advisor provides FREE assistance to help private and commercial vehicle fleets prepare for electrification.
Our advisors will help you navigate the transition to electric, from available zero-emission truck models and applicable funding opportunities to providing direct planning assistance for charging equipment. This support is provided free of charge and will help medium- and heavy-duty (MHD) fleets big and small plan for a cleaner and cost-effective future of zero-emission trucks.

How it Works:
Our technical consultant team, which is lead by CALSTART, Inc. and includes PowerOptions, Center for Sustainable Energy, Industrial Economics, Inc., Microgrid Labs, and Eversource, represent a range of electrification expertise and is well equipped to help you through the planning process. The fleet analysis and support will include:
- Up to 65 participating fleets will receive - Personalized Fleet Electrification Reports that summarize vehicle options, summary of projected costs, site infrastructure and support needs and recommendations for next steps.
- Up to 15 participating fleets will receive - A Detailed Transformation Plan with recommendations for electric truck replacements, and in-person site assessment, and a detailed Fleet Electrification Analysis for next steps towards procurement.
- Up to 5 participating fleets will receive – Support through the electric vehicle procurement and deployment process including identification of financing and incentive opportunities, driver and mechanic training, and development of standard operating procedures (SOPs)

Eligibility Requirements
To be eligible for Mass Fleet Advisor, your fleet must be privately or commercially owned and operated, have a depot located and vehicles actively operating in Massachusetts, and have a minimum of three vehicles in your fleet with at least one being medium- or heavy-duty.
Mass Fleet Advisor will place additional emphasis on fleets that are located in or drive a majority of their routes in Environmental Justice Communities. Mass Fleet Advisor also encourages historically under-represented and under-served businesses, such as Minority Business Enterprises (MBE), Women, (WBE), Portuguese (PBE), Veteran (VBE), LGBT (LGBTBE), Disability-owned (DOBE) businesses, as well as businesses located in MA's Gateway Cities to apply for these services.
Program Background
Medium- and heavy-duty (MHD) fleets produce more than a quarter of greenhouse gas emissions from on-road vehicles, with a majority (71%) powered by diesel, making fleet electrification an essential step in reaching Massachusetts’ climate, transportation, and equity goals. However, many fleet managers face technical, financial, and capacity challenges when pursuing electrification. To assist fleets through the electrification process, MassCEC developed the Vehicle Electrification Advisory Services for Fleets Program. An RFP seeking technical consultants with expertise in MHD electrification planning was released in April 2021. MassCEC awarded CALSTART, Inc. as the lead technical consultant in August 2021.

The Program aims to catalyze utilization of the Massachusetts Offers Rebates for Electric Vehicles (“MOR-EV”) Truck electrification incentive funds, promote market interest in fleet electrification, and demonstrate ratepayer benefits associated with advising fleets before and during conversion. MassCEC is working with DOER and EEA to promote the electrification of trucks across the Commonwealth and reduce greenhouse gas emissions and negative health impacts for all.
