Energy Program Coordinator - (220006EB)
The Massachusetts Department of Energy Resources is seeking an Energy Efficiency Program Coordinator within the Energy Efficiency Division. The Energy Efficiency Program Coordinator will manage the activities of the Massachusetts Energy Efficiency Advisory Council (EEAC), conduct data analysis and manage large sets of data for the Division, and support Evaluation, Measurement and Verification (EM&V) for the Massachusetts energy efficiency programs. The Energy Efficiency Program Coordinator will report to the Energy Efficiency Division Director.
The Energy Efficiency Division is responsible for leading energy efficiency policy and programs in the Commonwealth, including nation-leading investments in cost-effective energy efficiency required by the 2008 Green Communities Act. In addition to chairing the Commonwealth’s Energy Efficiency Advisory Council (EEAC), which provides oversight of Massachusetts’ energy efficiency programs, the Division funds initiatives and administers grant programs to dramatically reduce greenhouse gas emissions in buildings. The Energy Efficiency Division leads the Commonwealth’s work on building energy codes and appliance standards under new authority from the 2021 Act Creating a Next-Generation Roadmap for Massachusetts Climate Policy. The Division actively coordinates with other DOER divisions and state agencies to meet our greenhouse gas mitigation commitments though policy and programs, including the Massachusetts Environmental Protection Act (MEPA) and a suite of other greenhouse gas reduction strategies to support the design and implementation of the Massachusetts Clean Energy and Climate Plan and the Clean Heat Commission.
The Energy Efficiency Program Coordinator will serve as the DOER staff lead for the Energy Efficiency Advisory Council (EEAC) by working closely with the Division Director, Energy Efficiency Division staff, EEAC Technical Consultant Team and Mass Save Program Administrators to manage the day-to-day activities of the EEAC. This will include the following key areas of responsibility:
1. Monthly public meeting coordination, agenda and meeting material development, and drafting of EEAC documents;
2. Serve as the main point of contact for stakeholder and public inquiries regarding EEAC activities;
3. Track and manage EEAC Councilor requests including oversight of the EEAC data request process;
4. Coordinate DOER and EEAC input in related dockets at the Department of Public Utilities in coordination with the Division Director and DOER legal staff
5. Manage the EEAC Technical Consultant contract, which includes invoice review, budget tracking and oversight of consultant tasks of a team of consultants with an annual budget of $1-2 million.
6. Work closely with the Energy Efficiency Division’s residential, low income, and commercial/industrial sector leads to ensure coordination with the Division as it relates to the EEAC, its technical consultant scope of work, and Mass Save; and
7. Track priority areas and progress of the statewide three-year plans through internal Division coordination and review of quarterly progress reports from the Program Administrators.
8. Serve as DOER subject matter expert on and track status of key Evaluation, Measurement, and Verification studies through monthly calls with consultant team and coordination across sector specific leads within DOER’s EE Division.
The Energy Efficiency Program Coordinator will also serve as the primary manager and analyst of energy efficiency division data. The Coordinator will oversee energy efficiency program data, support DOER’s efforts to utilize data and reporting to improve statewide energy efficiency programs and pilots, and use datasets and data visualization tools to track progress towards the Commonwealth’s greenhouse gas mitigation plan for 2030 in the buildings sector.
Data management responsibilities will include maintaining database of statewide energy efficiency program data in order to track, analyze, and report on energy and GHG reductions, economic benefits and program spending. Work will also include coordination with the DOER fiscal team on reporting required for state, regional or federal funding as well as opportunities to work with grant managers to establish data and reporting requirements, and analyze results of these programs.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least one year must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.*
II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for the required experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
