Title: RPS Program Coordinator II
 
The Department of Energy Resources (DOER) is responsible for implementing the state’s Renewable, Alternative, and Clean Peak Energy Portfolio Standard (RPS, APS, CPS) programs, which include the RPS Class I, Class II, and Solar Carve-Out (SREC) programs, the Solar Massachusetts Renewable Target (SMART) program, the APS Renewable Thermal program, and the CPS program. DOER is looking to hire a Renewable Energy Program Coordinator to assist in the implementation of these programs. The Renewable Energy Program Coordinator’s contributions will primarily support the Commonwealth’s incentive programs and will be responsible for program data management, application review and processing, and communications with applicants and stakeholders. The Renewable Energy Program Coordinator will also support renewable energy programs and policy more generally, as needed.
 
This position is under the direct supervision of the Solar Program Manager in the Renewable Energy Division. As such, the Renewable Energy Program Coordinator will report to Solar Program Manager of the Renewable Energy Division on all issues requiring management guidance and will receive from the Solar Program Manager of the Renewable Energy Division guidance regarding the direction of the Division and Department overall. The Renewable Energy Program Coordinator will participate as an RPS/APS/CPS team member with other staff, and in Division meetings.

Job Duties/Responsibilities: 

DESCRIPTION OF DUTIES AND RESPONSIBILITIES
 
I. Review and Approve Statement of Qualification Applications
 
• Communicate with stakeholders regarding the eligibility of Generation Units and the application process
 
• Review Statement of Qualification Applications for completeness
 
• Ensure that all qualified projects meet program eligibility criteria
 
• Draft and issue Statements of Qualification to eligible Generation Units
 
II. Maintain Accurate Program Records
 
• Maintain program website content
 
• Maintain application tracking databases
 
• Develop and publish reports and summaries of program statuses
 
• Periodically provide programmatic data to federal government and other stakeholders
 
III. Perform Other Duties as Required
 
• Work with internal and external stakeholders on program implementation issues
 
• Draft pre-determination and good cause exception letters
 
• Research technical and policy related issues that may arise in the implementation of programs
 
• Respond to phone calls and emails from stakeholders
 
• Organize meetings, informational sessions, and webinars with key stakeholders
 
• Participate in team meetings
 
• Provide support to other DOER divisions and state agencies related to all programs

Qualifications: 

Qualifications Required at Hire
 
1. Knowledge of the principles and practices of project management including planning, forecasting, contracting, budget management, etc.
 
2. Knowledge of the methods of general report writing.
 
3. Ability to understand, explain, and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.

I. Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
 
II. Knowledge of the organizational structure and functions of the assigned agency.
 
III. Knowledge of the proper procedures for making and receiving agency telephone calls.
 
IV. Knowledge of the types and uses of agency forms.
 
MINIMUM ENTRANCE REQUIREMENTS
 
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in environmental and/or energy policy, urban planning, business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
 
Substitutions:
 
I. A Bachelor’s degree with a major in environmental and/or energy policy, urban planning, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*
 
II A Graduate degree with a major in environmental and/or energy policy, urban planning, business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*
 
III A Bachelor’s or higher degree with a major other than in environmental and/or energy policy, urban planning, business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*
 
Education towards such a degree will be prorated on the basis of the proportion of the requirements actually completed.
 
PREFERRED QUALIFICATIONS
 
• Project organization and development skills.
 
• Strong communications skills and ability to explain technical and policy information.
 
• Experience in renewable energy, clean heating or energy storage.
 
• Extensive knowledge of renewable energy technologies, project applications, and market and financing barriers.
 
• Understanding of state agencies’ roles in renewable energy and climate change activities.
